UTTAR PRADESH INTRODUCES E-CHALLAN AS A PILOT PROJECT

The UP government has launched a mobile-based electronic challan system “e-challan” on March 19 to bring transparency in issuance of challans and recovery of the penalty in cases of violation of traffic rules. The app will put a check on complaints of over-charging of penalties by enforcement officials as well as make the penalty payment process more convenient for public.

The app has been launched by Akhilesh Yadav on March 19 in Lucknow, Noida and Ghaziabad as a pilot project and later rolled out in other districts.

From April 15, you could pay traffic challan online in Lucknow and Noida. The app has been designed by the National Informatics Centre. It will bring transparency in the system and fasten the process of issuance of challans and payment of penalty.

If caught flouting traffic rules, one can either pay challan on the spot or online by logging on to the website designed for the purpose. The challan receipt issued on the spot will have a unique identification number which will take the defaulter to his profile on the website.

If a defaulter does not pay challan, he faces the danger of cancellation of licence or registration after any subsequent offence anywhere in the country.

With the system going online, enforcement authorities would not be able to charge arbitrarily, said sources. The software would impose penalty as per relevant sections of the Motor Vehicles Act and accordingly calculate and levy the fine.

Pay online or offline or in cash

In the first phase, offenders will be able to pay either in cash or online. Once the system is designed as per RBI guidelines for safe transaction, defaulters would be able to pay challan through net-banking and credit/debit cards as well.

At places with poor or no internet connectivity, the system will also work offline. The data will be transferred to the central database as soon as internet connection is available.

GPS enabled app

The app would be GPS-enabled and show the location where challan is issued. The software would allow use of smartphone-camera and enforcement authorities can take the picture of the vehicles against which the challan was issued.

E-challan system is web enabled, user friendly, tool that will help discipline the vehicle drivers & punish habitual offenders and simplifies the process of challan issue and its payment.
