AKHILESH YADAV WANTS ROOFTOPS TO TURN INTO POWER PLANTS

The State of Uttar Pradesh is among the top consumers of electricity per annum. With the depleting coal reserves and inadequate supply of other fuel, all possible viable options for the generation of the electricity need to be explored. Under these circumstances, the power generation based on renewable energy resources can play a significant role in meeting State’s future demands of electricity. The State has vast potential for deployment of plants utilising Solar Energy and the government is equally committed to promote the deployment of rooftop solar photovoltaic plants. In order to gain the potential benefits of deployment of rooftop solar photovoltaic plants, Uttar Pradesh government has declared “Uttar Pradesh Rooftop Solar Photovoltaic Power Plants Policy, 2014.” The policy shall come into effect from date of issuance and shall remain valid until modified whichever is earlier.

Uttar Pradesh New and Renewable Energy Development Agency is preparing itself for the implementation of 2 MW rooftop solar photovoltaic projects with financial assistance from Ministry of New and Renewable Energy. The state aims at implementing further capacities in near term.

The Uttar Pradesh Electricity Regulatory Commission has announced drafted Rooftop Solar PV Grid Interactive System (Gross/Net Metering) Regulations, 2015 for public consultation.

To oversee, monitor and resolve various issues arising out of this policy, an Empowered committee will be constituted under the chairmanship of the Chief Secretary of the State.

The proposed policy is under consideration and the state government has already floated tender for establishing 300 mw of additional Solar (PV) Power Projects through competitive bidding system. The government has invited tenders for establishment of these projects, where a single party can bid for establishment of 5mw to maximum of 100 mw project. In this case, state government would sign a 12-year power purchase agreement with the bidder on the pre-defined rates.
